Monthly Board of Trustees Meeting

March 15, 2018, 6:30 p.m.

Present: Carolyn Bradstreet, Deb Nagle, Sandy Goehle, Courtney Marr, Mike Braell, Shawn Williams, Patricia Baynes-Director Excused: Kathy Wooden, Jennifer Voss

Reports:

Meeting Minutes:

Upon a motion duly made and seconded, the amended meeting minutes of February 15, 2018 were unanimously approved.

Director's Report:

Upon a motion duly made and seconded, the Director's report for February 2018 was unanimously approved.

Treasurer's Report:

Upon a motion duly made and seconded, the February 2018 Treasurer's report, including Abstract #3, vouchers 2018-41 to 2018-64, was unanimously approved.

Public Comment:

There was no public comment.

Committees:

Grants: There was nothing new to report.

Building and Grounds:

1.Patricia reported that Potter Heating and Cooling will be installing the new, energy efficient first floor air conditioning unit either the first or third week of April. ( to avoid construction during the Friends Book Sale ). Installation should only take 2-3 work days.

2.Patricia reported that the made to order piece for the back parking lot light has arrived. The village will be contacted to return with a bucket truck to complete the installation.

3.Carolyn reported that she’d asked Brad Jacobs for updated estimates to repair and improve the back steps. She shared estimates received for just the concrete steps as well as an estimate for the concrete steps plus a brick facing and risers on the steps. As the updated estimates were in line with the previously approved project estimates, Carolyn will contact Brad to schedule a date to begin the back step replacement. 4.Patricia revisited a discussion about repaving the back parking lot. She hasn’t heard from the paving company, and, as this project is not a priority, further discussion will be tabled for now.

5.Patricia shared concerns about the condition of some plaster walls in the main staircase. After inspecting the areas of concern, the Board asked Patricia to gather several estimates to address the problem.

6.Carolyn reported on a sink hole which recently developed in the front parking lot. Alan Pulcini, a mason and Tim Wizeman were contacted for advice. They dug out the affected area, refilled it with gravel and packed it down.

Items for Discussion/Resolution:

  • Patricia reported on a possible candidate for the open Trustee seat on the PCL Board.

  • Patricia reported another Library Clerk vacancy tied to Gloria’s upcoming retirement. As she had just recently interviewed several potential clerk candidates, Patricia offered Moira Dolan the open part time Clerk position. She has previously volunteered at the Library, understands some procedures already, and has begun training.

  • Carolyn contacted several recommended CPAs to inquire about availability and costs involved with a full audit of PCL finances. After discussion, it was decided to contract with Ray Wager to perform a full audit for us. Ray Wager’s office will send out the necessary paperwork and the procedure for a full audit will be explained.

  • After discussion of the edited PCL 5 Year Plan, a motion was made, seconded and unanimously approved to accept this final draft as PCL’s 5 Year Plan.

  • The Board revisited notes taken at the February 5th PLS workshop and prioritized several issues of interest that will enhance financial accountability and the periodic review of PCL policies. Patricia plans to share an overview of a specific PCL policy at each monthly meeting.

  • Per a request, Patricia gave each Trustee a copy of the “Enabling Legislation”, dated April10, 2008, which allowed us to become the Palmyra Community Public Library District.

Upcoming Events:

Carolyn outlined some upcoming events at PCL, including an Origami class on March 16, painting class on March 19, the PCL participation in the Pal-Mac Health Fair on March 24, the Opioid Crisis, March 26. And, don’t forget, The Distance Between Us author Reyna Grande will be here on March 29 from 3:30-5, to talk about her book. Upcoming in April, Blue Birds on April 11 and the Friends Spring Book Sale April 11-14 including a cake sale on the 14th.

Round Table Discussions:

Several topics were brought up and discussed, including possible good news out of Albany concerning Library funding, getting a date in place for paving the front parking lot, and the use of Makers Space kits available from PLS.
